Bigquery schema maangement using Liquibase v4.30

We have set labels to be mandate for all the BQ tables in each datasets (terraform). While creating tables in Liquibase using sql file , how can we update/add labels in the file, if not tables are not creating because of the label mandate. Can you please provide some insights?
