loadData in Liquibase 2.0 doesn't have UTF 8 encoding

I upgraded my Liquibase from 1.9 to 2.0.

i was using loadData to load data from csv which had some latin characters like (é), with 1.9 it was working properly…

with 2.0 it inserts garbage data instead of latin characters.
