[Tomcat] Liquibase failed to start

Not sure whose fault it is, but looks like Liquibase could be changed to avoid this.

It seems like tomcat sometimes passes in a “null” classpath to the resource accessor. I have a fix for 3.5.2 (planning on a release next week) that should fix this.
